Senate Bill 13-170 Summary

• Expands the license plate auction group from seven to eleven members, adding three public representatives and one representative of disability services entities appointed by the Governor.

• Authorizes auctioneers and sellers to retain commissions of up to twenty percent of the sale price for registration numbers sold at auction.

• Allows the auction group to sell license plates made of alternative materials if approved by the Department and permits buyers to use single-letter or single-number registration numbers and standard keyboard symbols.

• Creates a tax credit allowing persons who purchase uniquely valuable registration numbers to claim twenty percent of the purchase price amount exceeding fair market value as an income tax credit, carryable forward up to five years if it exceeds tax due.

• Appropriates $16,000 to the Department of Revenue for fiscal year 2013-2014 for computer programming services to implement the act.
