Extends the repeal date of money transmitter licensing authority from July 1, 2013 to September 1, 2024, continuing the Banking Board and State Bank Commissioner's regulatory oversight.

Requires money transmitter licensees to notify the commissioner within 15 days of changes in managing officials, bankruptcy filings, license suspension/revocation proceedings in other jurisdictions, or felony convictions.

Establishes procedures for change of control transactions, requiring written notice within 15 days, board approval, and a nonrefundable fee; exempts public securities offerings.

Clarifies that agents, subagents, and employees of licensed money transmitters are not required to obtain individual licenses to conduct money transmission.

Adds definitions for "control" (25% ownership or voting power, election of majority of managers, or controlling influence) and "executive officer" for regulatory purposes.
