Extends the termination date for acupuncturist regulation from July 1, 2013 to September 1, 2022, allowing continued licensing and oversight by the Division of Professions and Occupations.

Expands the definition of acupuncture to include both traditional and modern oriental medical concepts, while explicitly prohibiting acupuncturists from performing medicine, surgery, spinal manipulation, or other healing practices outside acupuncture's scope.

Establishes a two-year reapplication ban for acupuncturists whose licenses are revoked or surrendered to avoid disciplinary action, and adds confidential practice limitation agreements for practitioners with physical or mental illnesses affecting their ability to practice safely.

Clarifies disciplinary grounds and procedures, including requirements for acupuncturists to notify the director of health conditions, and modifies letter of admonition procedures to specify first-class mail delivery and licensee rights to request formal proceedings.

Appropriates $5,021 each to the Department of Regulatory Agencies and Department of Law for fiscal year 2013 to cover legal services for implementing the act.
