Extends the Colorado Food Systems Advisory Council's sunset date from July 1, 2013 to September 1, 2018, allowing the council to continue operating for five additional years.

Increases council membership from 13 to 15 members and expands functional areas of representation from 5 to 7, including new positions for an academic institution representative and the Colorado State University Extension Services director.

Modifies agricultural production representation to require at least one large producer and one small producer among three member positions.

Separates food wholesaler and retailer representation into two distinct positions: one for small operations and one for large operations, with flexibility for one member to represent both.

Changes the funding mechanism for the council fund from annual appropriation to continuous appropriation by the general assembly to the Department of Agriculture.
