SB13-177 Summary

• Reduces the statewide juvenile detention bed cap from 422 to 382 beds effective April 1, 2013, with the lower cap applying to fiscal year 2013-14 and thereafter.

• Amends appropriations for the Department of Human Services Division of Youth Corrections, reducing funding for institutional and community programs to reflect cost savings from the reduced bed capacity.

• Reduces Division of Youth Corrections institutional program funding from $56,517,833 to $55,977,545 by decreasing personal services from 752.3 to 740.8 FTE positions.

• Modifies appropriations for the Department of Health Care Policy and Financing's Medicaid-funded youth corrections programs, reducing Division of Youth Corrections Medicaid funding from $1,632,783 to $1,596,319.

• Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
