Authorizes the Colorado State Electrical Board to regulate licensed master electricians, journeymen electricians, and residential wiremen who supervise solar photovoltaic installations.

Allows licensed electricians to supervise photovoltaic installations instead of requiring only certified photovoltaic energy practitioners designated by NABCEP or other nationally recognized organizations.

Permits certified solar energy installers to perform on-site supervision for building-integrated photovoltaic technology installations involving roofing materials when licensed electricians are not required.

Requires licensed electricians to perform installation work for building-integrated photovoltaic systems after materials penetrate the roof or structural walls, or when materials transition to surface-mounted junction boxes using conduit and building wire approved by the National Electrical Code.

Applies same supervision requirements to solar photovoltaic installations funded through ratepayer-funded incentives under the renewable energy standard adjustment and clean energy loans.
