Establishes a landowner preference program allowing owners of 160+ acres of agricultural land to receive hunting license applications for deer, elk, and pronghorn on their property.

Allocates 10-15% of limited firearm hunting licenses to eligible landowners depending on location (west or east of Interstate 25), with an additional 10% available if licenses are restricted to private land use.

Requires eligible landowners to meet habitat requirements including inhabited species populations, provision of wintering or transitional habitat, and history of game damage or huntable populations.

Allows landowners to transfer hunting license vouchers to any eligible hunter, who must be granted hunting access to the property during the entire season; brokered vouchers are void.

Appropriates $51,800 from the wildlife cash fund for fiscal year 2013-2014 for computer system implementation and requires commission rules by July 1, 2014.
