Requires the commission to transmit all collected civil penalties from motor carriers to the state treasurer, with one-half of penalties from household goods movers directed to a newly created Moving Outreach Fund instead of the general fund.

Establishes a two-year ineligibility period for persons whose motor carrier passenger permits have been revoked for cause, applicable to the permit holder's principals, officers, directors, and members, except for revocations solely for failure to carry insurance unless knowingly operated without it.

Requires applicants for motor carrier passenger permits to have each vehicle inspected within the preceding 20 days by a qualified mechanic and submit inspection reports showing each vehicle passed.

Authorizes the commission to immediately revoke permits and disqualify carriers and their owners, principals, officers, and directors for three years if fines or civil penalties are not paid within the prescribed timeframe.

Creates the Moving Outreach Fund to be used by the commission for consumer education about mover rights and responsibilities, including public service announcements about mover licensing, with an initial appropriation of $5,000 for fiscal year 2013-2014.
