• Amends the definition of "handgun training class" to exclude any firearms safety course completed entirely via the internet or electronic device.

• Prohibits recognition of handgun training courses completed in any location other than the physical location where the certified instructor offers the course.

• Requires concealed handgun permit applicants to obtain training certificates from in-person classes taught by certified instructors at the instructor's designated physical facility.

• Maintains applicant discretion in selecting which handgun training class to complete, subject to the location and in-person delivery requirements.

• Applies to training certificates used to demonstrate handgun competence for concealed carry permit applications under Colorado Revised Statutes 18-12-203.
