Designates dogs (Canis lupus familiaris) and cats (Felis catus) adopted from Colorado animal shelters and rescues as the official state pets of Colorado.

Adds new statute 24-80-910.5 to Colorado Revised Statutes.

Takes effect at 12:01 a.m. on the day following the expiration of the 90-day period after final adjournment of the general assembly (August 7, 2013, if adjournment occurs on May 8, 2013).

Subject to referendum petition provisions under Colorado Constitution Article V, Section 1(3); if a referendum petition is filed within the 90-day period, the act will not take effect unless approved by voters at the November 2014 general election.
