Prohibits Colorado Department of Transportation and political subdivisions from constructing or permitting automotive service stations on interstate system rights-of-way.

Allows vending machines in interstate rest areas for food, drink, and other items, with priority given to machines licensed under the Randolph-Sheppard Vending Stand Act.

Prohibits public entities from directly retailing motor fuel to the public but permits contracts with private entities for motor fuel retail, provided pricing reflects direct and indirect costs including property taxes, fuel excise taxes, and land maintenance.

Allows public entities to contract with private entities for electricity for electric vehicle charging at automotive service stations.

Public entities remain liable for hazardous material disposal and property remediation if a private contractor fails to properly close a fueling facility.
