Changes homeowner's insurance cancellation notice requirement from first-class mail to certified mail with return receipt requested, sent to the named insured at the last address on file at least 30 days in advance.

Requires insurers to provide notice that specifically states reasons for proposed cancellation or nonrenewal action, with exception for nonpayment of premium which requires only 10 days' notice.

Limits insurer obligations to one attempt to send notice; if sent to the correct address in insurer's records, the insurer fulfills its obligation regardless of whether return receipt is obtained or notice is returned as undeliverable.

Eliminates an obsolete cross reference in existing statute.
