Senate Bill 13-212: New Energy Jobs Act of 2013

• Expands Colorado New Energy Improvement District financing to include commercial buildings, not just residential properties with fewer than five dwelling units.

• Allows district to facilitate private third-party financing for new energy improvements in addition to district bond issuance.

• Requires written mortgage holder consent before district special assessment liens can have priority over preexisting mortgages on eligible properties.

• Adds electric vehicle charging equipment and fuel cells to list of eligible energy efficiency and renewable energy improvements.

• Restructures district board from nine to seven members and removes automatic repeal of district statute scheduled for January 1, 2016.
