Amends Colorado Revised Statutes section 22-11-207 to require the State Board of Education to consider alternative education campuses when establishing accreditation criteria for school districts and the State Charter School Institute.

Requires accreditation rules to account for the unique purposes of alternative education campuses and the unique circumstances and challenges of students enrolled in those programs.

Appropriates $17,580 and 0.2 FTE to the Department of Education for fiscal year 2013-2014 to support accountability and improvement planning activities related to the law's implementation.

Establishes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
