Creates a "Protect Our Rivers" special license plate in Colorado for motorcycles, passenger cars, trucks, and recreational motor vehicles not exceeding 16,000 pounds empty weight, beginning January 1, 2014 or when the department is able to issue plates.

Requires applicants to donate $25 to Colorado Trout Unlimited and provide a certificate confirming the donation to obtain the special license plate.

Imposes a one-time $25 fee for issuance or replacement of each "Protect Our Rivers" plate, with fees transmitted to the Highway Users Tax Fund; standard taxes and fees for regular plates also apply.

Permits the department to discontinue the special plate if fewer than 3,000 plates are issued by July 1, 2017, though existing plate holders may continue using them; allows Colorado Trout Unlimited to design plates subject to departmental standards.

Prohibits Colorado Trout Unlimited from using donations received under this program for litigation or lobbying, and requires annual nonprofit status verification with the department.
