SB13-231 Summary

• Creates a Title IV-E Waiver Demonstration Project in the state department allowing individual counties or groups of counties to participate in child welfare service delivery with flexible federal funding.

• Authorizes the state department to enter performance agreements with participating counties that exempt them from state rules governing child welfare services, provided exemptions do not negatively impact child safety, permanency, well-being, or federal compliance.

• Establishes the Title IV-E Waiver Demonstration Project Cash Fund to receive underspent Title IV-E moneys from counties, with participating counties required to use 50% of underspent funds for additional child welfare services.

• Allows funding for family engagement services, trauma-informed child assessments, trauma-focused behavioral health treatments, permanency roundtables, kinship supports, and other qualifying child welfare services.

• Requires annual reports to legislative committees on project status beginning December 31, 2013, and automatically repeals the program effective June 30, 2019.
