State Treasurer shall transfer $3,860,429 from the state general fund to the Colorado State Veterans Trust Fund on July 1, 2013.

Transferred amount shall be retained as principal in the trust fund and not spent.

Interest earned on the principal is subject to annual appropriation by the General Assembly and may be allocated by the board for purposes outlined in the veterans trust fund statute.

Transfer is intended to repay moneys from the veterans trust fund that were previously used to build National Guard armories.

Bill includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
