Extends annual transfers from the general fund to the capital construction fund through July 1, 2013 (previously scheduled to end July 1, 2012), with a new transfer of $186,215,493 authorized for July 1, 2013.

Increases the July 1, 2012 capital construction fund transfer amount from $59,919,309 to $60,339,493, plus supplementary amounts from prior legislation.

Extends transfers from the general fund exempt account to the capital construction fund through July 1, 2013, adding a new $500,000 transfer on July 1, 2013 (previously $500,000 transfers on July 1, 2011 and July 1, 2012).

Authorizes transfer of up to $30 million in general fund surplus to the Colorado Water Conservation Board Construction Fund based on fiscal year 2013-14 results, effective upon publication of the comprehensive annual financial report; this provision repeals July 1, 2015.

Modifies capitol dome restoration project accounting procedures to include the 2013-14 capital construction fund appropriation from Senate Bill 13-230 in the final cost accounting and dollar-for-dollar reduction calculations.
