Modifies petition signature requirements for county commissioner candidates when counties change board membership from three to five commissioners or five to three commissioners under existing state law provisions.

For the first two primary elections following a board size change, major political party candidates must gather signatures equal to 20 percent of average votes cast across affected commissioner districts, calculated differently based on whether commissioners are elected county-wide or by district.

For the first two general elections following a board size change, unaffiliated and minor party candidates must gather signatures equal to the lesser of 750 signers or 2 percent of average votes cast in recent general elections, with district-specific adjustments.

After the first four calendar years following a board size change, signature requirements revert to standard procedures specified in existing Colorado election law for all candidates.

Applies special transition rules to Colorado Revised Statutes sections governing procedures to increase or decrease the number of county commissioners.
