Department of Personnel may provide debt collection services including lottery offsets, gaming offsets, and state tax refund offsets for political subdivisions under contract with Central Collection Services.

State Controller may certify unpaid debts to Department of Revenue for offset against state tax refunds after providing written notice to debtors and allowing 30 days to request a hearing to dispute the offset.

Department of Personnel authorized to enter reciprocal debt collection agreements with federal government and other states to offset state tax refunds and claims against debtors who owe certified debts to the United States or other states.

When multiple creditors have certified debts, state agency and higher education institution debts are paid first, followed by political subdivision debts and then federal or other state debts in order of filing.

Act takes effect August 7, 2013, unless subject to referendum petition, in which case it requires approval by voters at November 2014 general election.
