Senate Bill 13-248 Summary

• Authorizes the Colorado Attorney General and district attorneys to investigate and issue subpoenas to persons located outside Colorado for consumer protection violations, deceptive trade practices, and violations related to consumer credit and rental purchase agreements.

• Persons outside Colorado who receive subpoenas must either make records available at a convenient in-state location or pay reasonable and necessary expenses for Colorado officials to examine records where maintained.

• Allows the Attorney General or district attorney to designate representatives, including comparable officials from other states, to inspect out-of-state records on their behalf.

• Extends similar out-of-state subpoena authority to state administrators enforcing consumer protection laws, uniform consumer credit code violations, and rental purchase agreement regulations.

• Becomes effective July 1, 2013.
