• Establishes the "Colorado Road and Community Safety Act" allowing individuals who are not lawfully present in the United States to apply for driver's licenses, minor driver's licenses, instruction permits, and identification cards.

• Requires applicants to provide proof of Colorado residency (either proof of tax return filing for the preceding year or 24 months continuous residency), an individual taxpayer identification number, a passport/consular ID/military identification from their country of origin, and an affidavit that they have applied or will apply for lawful presence.

• Mandates that identification documents issued under this program display "NOT VALID FOR FEDERAL IDENTIFICATION, VOTING, OR PUBLIC BENEFIT PURPOSES" on the face and be distinguishable from standard Colorado ID documents.

• Clarifies that documents expire three years after issuance and prohibits peace officers from arresting individuals solely for possessing these identification documents.

• Appropriates $436,292 to the Department of Revenue for fiscal year 2013-2014 to implement the program, with applications accepted beginning August 1, 2014.
