Expands Colorado's utility cost-savings contracting law to include vehicle fleet maintenance and fuel cost-savings contracts for state agencies and political subdivisions.

Allows governmental entities to enter into energy performance contracts where vehicle fleet operational and fuel cost savings are used to pay for vehicle purchases, leases, charging infrastructure, and related capital investments.

Requires energy analysis and recommendations demonstrating that expected annual contract payments do not exceed projected savings from higher efficiency vehicles, alternative fueling methods, or reduced maintenance costs.

Establishes that contracts must include written guarantees of savings for the first three years and payment terms within twelve years of execution, not to exceed twenty-five years based on equipment useful life.

Applies existing utility cost-savings contract provisions to vehicle fleet contracts, including exemptions from competitive bidding when contracting with entities that performed the initial energy analysis.
