Establishes local and regional child fatality prevention review teams to be created by county or district public health agencies by January 1, 2015, with representation from public and nonprofit agencies serving children and families.

Expands the state child fatality review team's composition from 17 to 18 voting members, including representatives from county attorneys, county commissioners, and the Office of Colorado's Child Protection Ombudsman.

Changes review scope to include child fatalities from birth through 17 years of age involving unintentional injury, violence, motor vehicle incidents, child abuse or neglect, sudden unexpected infant death, suicide, or undetermined causes.

Requires local review teams to enter case findings into a web-based data collection system within two months and submit information to the state review team; requires state team to provide training and technical assistance to local teams.

Appropriates $456,966 and 4.0 FTE to Department of Public Health and Environment and $63,755 and 1.0 FTE to Department of Human Services for fiscal year 2013-2014 to implement the act.
