Extends the emissions inspection exemption for vehicles being registered in Colorado's emissions program area for the first time from 4 model years to 7 model years.

Directs the Air Quality Control Commission to adopt rules implementing the 7-year exemption extension by January 1, 2016.

Directs the Air Quality Control Commission to adopt rules allowing use of on-board diagnostic testing equipment by January 1, 2016.

Authorizes the Department of Public Health and Environment and Department of Revenue to continue existing emissions inspection programs and contracts until new rules are effective.

Takes effect upon passage, except Section 2 (statutory amendments) becomes effective January 1, 2016.
