Clarifies that each application included in the definition of "development permit" constitutes a separate stage in the development permit approval process for purposes of Part 3 of Article 20.

Grants local governments sole discretion to determine at which stage of the permit approval process they will make the water supply adequacy determination for developments requiring more than fifty single-family equivalents of water use.

Specifies that stages may consist of any individual application or any combination of applications (rezoning, planned unit development, conditional use permit, subdivision, site plan, etc.) as determined by the local government.

Clarifies that none of the identified stages are intended to constitute separate development permit approval processes for purposes of Section 29-20-303.

Applies to all development permit applications that are either pending on or submitted on or after the bill's effective date.
