Requires the Commission on Family Medicine to support development of family medicine residency programs in rural areas designed to cultivate practitioners likely to continue practicing in rural communities.

Appropriates $500,000 from the general fund to the Department of Health Care Policy and Financing for fiscal year 2013-2014 for rural family medicine residency program development.

Anticipates an additional $500,000 in federal funds for the same purpose, noted for budgeting assumptions but not formally appropriated.

Sunsets the new commission duty on July 1, 2016, ending the requirement after three years of implementation.

Takes effect August 7, 2013, subject to referendum petition provisions and potential voter approval in November 2014.
