• Amends the definition of "grant" in Colorado law to remove the requirement that grants from federal and nongovernmental sources must be tracked only if they meet certain thresholds, simplifying grant reporting requirements.

• Requires state agencies receiving grants for bills funded entirely or partially by grant money to request grant-awarding entities submit letters specifying the grant amount, duration, purposes, and the bill number of the legislation being funded.

• Requires state agencies to include in their reports a statement of intent regarding program or service sustainability if grant funding becomes unavailable, and how continuation would be funded if applicable.

• Repeals section 24-75-1304 of Colorado Revised Statutes, removing an unspecified previous requirement related to grant-funded bills.
