CO SB275

Creates the Pipeline Safety Review Committee as a temporary interim committee of the Colorado General Assembly to review pipeline safety issues and propose related legislation during the 2013 interim between the first and second regular sessions of the 69th General Assembly.

Committee consists of 11 members: 10 from the General Assembly (5 senators and 5 representatives appointed by leadership) and 1 appointed by the governor; Senate President and House Speaker each select one co-chair from their respective legislative members.

Committee shall meet publicly up to 6 times and must convene stakeholders, request briefings from regulatory agencies including the Colorado Oil and Gas Conservation Commission and Pipeline and Hazardous Materials Safety Administration, and determine if existing regulatory structures sufficiently protect public health and safety.

Committee may propose up to 3 bills to the Legislative Council with all bills to be considered by October 28, 2013; legislative members receive compensation per Section 2-2-307, while the governor-appointed member serves without compensation or expense reimbursement.

Committee is automatically repealed effective July 1, 2014.
