SB 13-276 Summary

• Creates the Disability Investigational and Pilot Support Fund in the state treasury to fund projects and programs that pilot new ideas improving quality of life and independence for persons with disabilities.

• Expands the Disability-Benefit Support Contract Committee from nine to thirteen members, adding positions for persons with business experience and grant program expertise.

• Establishes a new program allowing the committee to accept proposals and award grants or loans to eligible disability projects that demonstrate self-sustainability and have governance boards with majority representation of persons with disabilities or their family members.

• Directs interest and income earned on the breast and cervical cancer prevention and treatment fund to transfer to the new disability fund until the program is repealed.

• Appropriates $1,173,976 from the disability fund to the Department of Personnel for implementation costs and $300,000 from the registration number fund to the license plate auction group, effective July 1, 2013.
