Creates the Natural Disaster Grant Fund in the state treasury, administered by the Department of Public Health and Environment, with moneys continuously appropriated for grant awards.

Authorizes grants to local governments for planning, design, construction, improvement, renovation, or reconstruction of drinking water systems and wastewater treatment works impacted by natural disasters declared by the Governor.

Allows grants to be used as matching funds to secure federal or state funding for water infrastructure projects.

Requires the Water Quality Control Commission to promulgate rules prioritizing grant awards to applicants with the lowest financial ability to pay for necessary construction and improvements.

Appropriates $17,000,000 and 1.0 FTE for fiscal year 2014-15, with any unencumbered funds after September 1, 2015 transferred to the Nutrients Grant Fund.
