Eliminates the Colorado Emergency Planning Commission and transfers its powers and duties by Type 3 transfer to the Department of Public Safety's Division of Homeland Security and Emergency Management and a newly created Emergency Planning Subcommittee.

Authorizes the Governor to provide individual disaster assistance grants up to $5,000 per individual or family without requiring a presidential disaster declaration, though federal grants still require presidential declaration.

Creates the Emergency Planning Subcommittee as part of the Homeland Security and All-Hazards Senior Advisory Committee, consisting of twelve members (five ex officio state representatives and seven appointed members representing local governments, public interest groups, industries, and emergency planning committees).

Transfers administration of SARA Title III Fund and related federal Emergency Planning and Community Right-to-Know Act duties from the abolished Colorado Emergency Planning Commission to the Director of the Division of Homeland Security and Emergency Management.

Repeals the Governor's Disaster Emergency Council requirement and modifies the Expert Emergency Epidemic Response Committee to remove its duty to cooperate with the abolished council.
