Amends Colorado Revised Statutes 37-95-106 to authorize the Colorado Water Resources and Power Development Authority to make loans to private entities for forest health projects.

Loans to private entities for forest health projects follow the same terms and conditions as existing loans to governmental agencies, including provisions for loan and security agreements, reserves, and insurance funds.

Defines "private entity" as any person as defined in Section 37-95-103(9).

Establishes that any liens filed by the authority shall have priority in the order filed.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
