Replaces the term "certified prescribed burn manager" with "certified burner" throughout Colorado statutes related to the prescribed burning program administered by the Division of Fire Prevention and Control.

Defines "certified burner" as an individual who successfully completes the division's certified burner training and certification program and possesses a valid certification number.

Removes the requirement that private landowners be certified by the division as a prescribed burn manager to conduct prescribed fire on their own property, allowing them to rely on alternative qualification standards.

Clarifies that escaped prescribed fires trigger "suppression" actions rather than "contingency" actions when a fire exceeds the control capability of on-site resources.

Requires the division director to adopt rules and standards for training, certification, application processes, renewal, suspension, and revocation of certifications for certified burners.
