Establishes a Procurement Technical Assistance Program to provide free government procurement consulting services to Colorado businesses competing for federal, state, and local government contracts.

Creates the Procurement Technical Assistance Cash Fund with $220,000 annual transfers from the general fund (July 1, 2015 through July 1, 2019) to support the program, with administrative expenses capped at 9% of transferred funds.

Requires a public-private partnership with a target budget of at least $800,000 annually (50% state, 50% federal match), with the state contributing up to $200,000 and a qualified non-profit entity contributing at least $200,000 through gifts, grants, and donations.

Obligates the Colorado Office of Economic Development to contract with a federal Defense Logistics Agency-designated grantee by September 15, 2014, for up to six years to deliver procurement technical assistance statewide.

Requires the qualified entity to serve at least 100 businesses annually, provide 1,500+ hours of counseling, sponsor or participate in 65+ events, and meet increasing cash contribution requirements (15% first year, 20% second year, 25% thereafter of their required donations).
