Repeals subsection (6) of Colorado Revised Statutes 39-21-303, which previously allowed the Department of Revenue to skip biennial tax profile and expenditure reports in odd-numbered years beginning in 2017 if appropriations were not received.

Eliminates the Department of Revenue's discretion to forgo preparing the tax profile and expenditure report based on lack of appropriated funds or by notifying finance committees by April 1.

Reinstates mandatory preparation of the tax profile and expenditure report on the schedule established in subsection (3) of the statute.

Takes effect August 6, 2014, or upon voter approval if a referendum petition is filed within 90 days of final adjournment.
