Amends Colorado Revised Statutes 42-3-304 to clarify the definition of a plug-in electric motor vehicle for registration and tax purposes.

Expands the definition to include any motor vehicle that can be recharged from any external source of electricity, replacing the previous language limiting it to "being charged from an external source."

Specifies that electricity stored in a rechargeable battery pack must propel or contribute to propelling the vehicle's drive wheels.

Declared necessary for immediate preservation of public peace, health, and safety under the bill's safety clause.
