• Requires applicants for FERC hydroelectric licenses or exemptions to contact the Colorado Energy Office and submit documentation for state agency review as part of federal consultation requirements.

• Authorizes the Colorado Energy Office to distribute applications to relevant state agencies, set comment deadlines, compile agency responses, and serve as liaison with FERC regarding submitted comments.

• Takes effect 90 days after final adjournment of the 2014 legislative session, subject to voter approval if a referendum petition is filed.
