Creates a nine-member Towing Task Force within the Department of Regulatory Agencies with representatives from the Public Utilities Commission, Colorado State Patrol, towing associations, towing carriers, automobile owners, insurance companies, motor carriers, law enforcement, and towing service consumers.

Task Force members serve four-year terms, except initial appointees from the Commission, State Patrol, and towing representatives serve two-year terms; members elect their own chair who sets meeting times and frequency.

Requires the Public Utilities Commission to consult with the Task Force when promulgating or amending rules concerning rate regulation of tow carriers for nonconsensual tows.

Directs the Task Force to make comprehensive recommendations to the Commission about maximum rates for recovery, towing, and storage of nonconsensually towed vehicles by September 1, 2015.

Task Force is automatically repealed on September 1, 2024, subject to a sunset review by the Department of Regulatory Agencies prior to that date; bill applies to charges assessed on or after the effective date.
