Creates a new "wine packaging permit" that allows licensed wineries, limited wineries, and wholesalers to package tax-paid wine manufactured by another winery or manufacturer.

Permit holders must take possession and custody of the wine they package and return the packaged wine to either the original manufacturer or the manufacturer's licensed wholesaler, with an exception allowing wholesalers with permits to retain packaged wine.

Restricts permit holders from selling or distributing packaged wine directly to retail alcohol beverage licensees or consumers; wine must be returned to the original manufacturer or wholesaler in the distribution chain.

Sets the annual permit fee at $200 and requires the state licensing authority to adopt rules for implementing and administering the permit program.

Appropriates $5,202 for fiscal year 2014-2015 to the Department of Revenue for implementation, including $1,082 for personal services and $4,120 for computer center services.
