Adds new statute 16-18.5-111 establishing that deferred judgment and sentence or deferred adjudication provisions apply notwithstanding their termination.

Amends 18-1.3-603(4)(a) to clarify that restitution orders remain final civil judgments in favor of the state and victims until fully paid, regardless of other civil or criminal statutes or rules.

Specifies that Article 18.5 of Title 16 collection provisions apply even after a deferred judgment and sentence or deferred adjudication terminates.

Includes safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
