HB 14-1041 Summary

• Allows persons at least 21 years old who legally possess a handgun under state and federal law to carry a concealed handgun in Colorado without a permit.

• Persons carrying a concealed handgun under this authority have identical rights and are subject to identical limitations as those holding a concealed carry permit under current law.

• Maintains the existing prohibition on carrying concealed handguns on public elementary, middle, junior high, or high school grounds.

• Applies the same restrictions to concealed handgun carry on college and university grounds as specified in existing law.

• Takes effect upon passage and applies to offenses committed on or after the effective date.
