HB 14-1043 Summary

• Allows eligible electors who move within Colorado during the 22 days before an election to vote in their former precinct by any applicable method, but not in their current residence precinct.

• Permits electors to opt out of automatically receiving mail ballots by submitting a written request at least 60 days before an election, with county clerks required to mail reminders and information about nearby voter service and polling centers.

• Allows county clerks and recorders to reduce hours or days of operation for voter service and polling centers (except election day) with approval from the county board of commissioners after a public hearing and from the secretary of state.

• Changes the formula for calculating required voter service and polling centers for certain elections to the lesser of either the number of motor vehicle offices in the county or one center per 25,000 active registered electors, with a minimum of one center.

• Harmonizes minimum residency requirements for school district, municipal, and special district elections from 30 days to 22 days to align with the state residency requirement.
