HB 14-1045 Summary

• Extends the Breast and Cervical Cancer Prevention and Treatment Program repeal date from July 1, 2014 to July 1, 2019, subject to continued federal funding availability.

• Expands eligible persons to include those screened by any provider within their scope of practice (not just CDC-funded providers) once sufficient funds accumulate in the eligibility expansion account and federal authority is obtained.

• Requires the General Assembly to annually appropriate 100% of state program costs from the breast and cervical cancer prevention and treatment fund for fiscal years 2014-15 through 2018-19, with general fund backup if fund moneys are insufficient.

• Directs surcharges from breast cancer awareness special license plates ($25 per plate) to fund the eligibility expansion account until dissolved, then to the main treatment fund.

• Appropriates $7,006,802 and 1.0 FTE to the Department of Health Care Policy and Financing for fiscal year 2014-15, comprised of $2,424,016 from the treatment fund and $4,582,786 in federal funds.
