Creates a "Scottish American" special license plate available to Colorado motor vehicle owners who donate at least $15 to the Saint Andrew Society of Colorado and provide a certificate of donation to the Department of Revenue.

Plate is available for motorcycles, passenger cars, trucks, and noncommercial or recreational motor vehicles not exceeding 16,000 pounds empty weight, with issuance beginning January 1, 2015 or when the department is ready.

Department may cease issuing plates if fewer than 3,000 plates are not issued by July 1, 2019, but existing plate holders may continue using them indefinitely.

Applicants pay two one-time fees of $25 each in addition to standard vehicle registration fees; one fee goes to the highway users tax fund and the other to the licensing services cash fund.

Appropriates $14,160 for fiscal year 2014-2015 for computer programming services and special license plate purchases to implement the program.
