State institutions of higher education are prohibited from denying religious student groups benefits available to nonreligious student groups solely because the religious group requires leaders to adhere to sincerely held religious beliefs or standards of conduct.

Covered benefits include recognition, registration, use of facilities for meetings or events, use of communication channels, and access to funding sources otherwise available to student groups.

The term "state institution of higher education" has the same meaning as defined in section 23-18-102 of Colorado Revised Statutes.

The act takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 6, 2014, if adjournment occurs on May 7, 2014).

If a referendum petition is filed within the 90-day period, the act will not take effect unless approved by voters at the November 2014 general election.
