Repeals section 25.5-10-207(2) and adds a new section 25.5-10-207.5 establishing Colorado's commitment to providing timely access to services for persons with intellectual and developmental disabilities.

Requires the Department of Health Care Policy and Financing to develop a comprehensive strategic plan by November 1, 2014, with specific annual benchmarks to achieve full enrollment of eligible persons into home- and community-based services programs by July 1, 2020.

Mandates annual reports to the General Assembly by November 1 beginning in 2014, detailing the number of persons waiting for enrollment, disaggregated by waiver program, service type, and urgency of need.

Requires joint legislative hearings during each regular session before the Joint Budget Committee and health and human services committees to review waiting list status, program effectiveness, and funding availability, with the goal of proposing general fund appropriations for the intellectual and developmental disabilities services cash fund.

Directs the Governor's Office of State Planning and Budgeting to reference waiting list numbers and identify budget requests related to achieving the enrollment goal in the annual budget submission to the Joint Budget Committee.
