Establishes notice requirements for enforcement orders, including certified mail to well owners and posting at well heads for emergency proceedings, with orders becoming effective 3 days after mailing or upon posting.

Requires alleged violators to receive at least 7 days after order effectiveness to cure violations before the district can file suit, except in emergency injunctive proceedings.

Permits ground water management districts to collect and retain fines for violations of district orders or rules, rather than transmitting fines to the state treasurer.
