Increases the uniform commercial code filing surcharge from $3 to $4 per filing, effective July 1, 2014 through June 30, 2017, then returns to $3 effective July 1, 2018.

Requires the Department of Public Safety to report annually on Colorado fraud investigators unit activities as part of the SMART Government Act hearing from 2014 through 2017.

The surcharge reporting requirement repeals effective July 1, 2018.

Surcharge revenues are transmitted to the state treasurer for deposit in the cash fund supporting the fraud investigators unit.

Takes effect July 1, 2014.
