Requires Colorado county governments to use competitive bidding for construction projects reasonably expected to cost $100,000 or more, with methods including sealed bidding, design-build proposals, or construction manager general contractor proposals.

Exempts projects from competitive bidding requirements when no bids are received, only one bid is received, all bids are rejected due to being nonresponsive or excessive, or emergency conditions threaten public health, welfare, or safety.

Mandates adequate public notice of bid invitations, public opening of bids with witnesses, and public inspection of bid amounts, bidder names, and all bid documents.

Prohibits county governments from dividing construction projects into multiple separate projects solely to avoid the competitive bidding requirement.

Applies to new contracts with invitation for bids or request for proposals issued on or after July 1, 2014.
